[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]3[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]粉煤灰综合利用的方针是：贮用结合，积极利用。在保证电厂安全经[/font][font=Times New Roman] [/font][font=宋体]济运行、满足环境保护要求的前提下，因地制宜，采用多种途径，讲求实效，提[/font][font=Times New Roman] [/font][font=宋体]倡直接、大量地利用粉煤灰，努力扩大利用面，增加利用量，提高利用率。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]4[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]粉煤灰综合利用内容包括：粉煤灰用于生产建材、建筑工程[/font][font=Times New Roman]([/font][font=宋体]含筑坝[/font][font=Times New Roman])[/font][font=宋体]，[/font][font=Times New Roman] [/font][font=宋体]筑路，回填[/font][font=Times New Roman]([/font][font=宋体]包括结构回填，填筑回填，填低洼地和荒地，充填矿井、煤矿塌陷区、[/font][font=Times New Roman] [/font][font=宋体]建材厂取土坑、海涂等[/font][font=Times New Roman])[/font][font=宋体]，改良土壤，生产复合肥料，灰场种植，粉煤灰作充填料，[/font][font=Times New Roman] [/font][font=宋体]从粉煤灰中回收有用物质及用其生产的制品等。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]5[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]本办法适用于电力行业新建、扩建和已投入运行的电厂。煤炭、石油[/font][font=Times New Roman] [/font][font=宋体]行业的电厂可参照执行。[/font][font=Times New Roman] [/font]
[align=center][align=center][font=宋体]第二章[/font][font=Times New Roman] [/font][font=宋体]管[/font][font=Times New Roman] [/font][font=宋体]理[/font][font=Times New Roman] [/font][/align][/align][b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]6[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]电管局、电力局、规划设计等部门要认真贯彻落实国家的有关法规和[/font][font=Times New Roman] [/font][font=宋体]要求，作好粉煤灰综合利用的规划、计划和设计，协调好关系，检查和指导电厂[/font][font=Times New Roman] [/font][font=宋体]的工作。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]7[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]电管局、电力局、电厂要把粉煤灰综合利用工作纳入各级领导的任期[/font][font=Times New Roman] [/font][font=宋体]目标责任制，加强领导，明确有关部门相应的职责。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]8[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]贮灰场是电厂的生产设施，按《电力设施保护条例》的规定，其他单[/font][font=Times New Roman] [/font][font=宋体]位和个人不得以任何借口侵占和破坏，不得阻碍运行和维护工作的正常进行。电[/font][font=Times New Roman] [/font][font=宋体]厂要加强贮灰场的管理，重视灰坝的安全，保证贮灰场的正常使用和防止二次污[/font][font=Times New Roman] [/font][font=宋体]染。凡从灰场取灰的，要事先征得电厂的许可，由电厂统一安排，电厂应尽量为[/font][font=Times New Roman] [/font][font=宋体]挖运灰提供方便条件。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]9[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]粉煤灰综合利用设施的折旧费和减免的税款，专项用于综合利用的技[/font][font=Times New Roman] [/font][font=宋体]术改造和粉煤灰的开发利用，不准挪作他用。[/font][font=Times New Roman] [/font]

[font=宋体][font=Times New Roman] [/font][/font][font=宋体]开发基金由主管局统一掌握，专项用于粉煤灰综合利用的科研、开发、设施的[/font][font=Times New Roman] [/font][font=宋体]配套和完善、示范工程项目等费用。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]11[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]电管局、电力局及电力规划设计总院每年进行一次粉煤灰综合利用工[/font][font=Times New Roman] [/font][font=宋体]作的书面总结，并于次年三月底前报能源部。工作总结内容包括所属电厂或审[/font][font=Times New Roman] [/font][font=宋体]批项目综合利用基本情况、经验、问题、措施、建议及新一年工作计划要点。[/font][font=Times New Roman] [/font]
[align=center][align=center][font=宋体]第三章[/font][font=Times New Roman] [/font][font=宋体]工[/font][font=Times New Roman] [/font][font=宋体]程[/font][font=Times New Roman] [/font][font=宋体]项[/font][font=Times New Roman] [/font][font=宋体]目[/font][font=Times New Roman] [/font][/align][/align][b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]12[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]新建和扩建电厂工程项目的可行性研究报告应包括粉煤灰综合利用[/font][font=Times New Roman] [/font][font=宋体]的内容，并按照工程审批权限，进行管理和审批，凡批准建设的综合利用工程，应[/font][font=Times New Roman] [/font][font=宋体]与主体工程同时设计、同时施工、同时投产。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]13[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]新建和扩建燃煤机组时，对于有粉煤灰综合利用条件的，应按照干灰[/font][font=Times New Roman] [/font][font=宋体]干排、粗细分排和灰渣分排的原则，设计粉煤灰的输送贮运系统，并适当配备[/font][font=Times New Roman] [/font][font=宋体]装灰机具和运灰车辆；建设贮灰场时，应配备必要的挖灰机具和车辆，同时在贮[/font][font=Times New Roman] [/font][font=宋体]灰场周围布置运灰道路；对已开工、尚未竣工而未考虑综合利用的基建工程，应[/font][font=Times New Roman] [/font][font=宋体]追补有关项目。为综合利用创造条件的投资纳入总概算中。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]14[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]已投入运行的电厂，对技术可行、吃灰量大、确有效益的综合利用项[/font][font=Times New Roman] [/font][font=宋体]目，如为扩大粉煤灰综合利用而新增干灰输送贮运系统及设备机具、灰渣分[/font][font=Times New Roman] [/font][font=宋体]排、粗细分排、灰渣加工处理及灰场治理等，应作为灰渣处置的内容，在技术改[/font][font=Times New Roman] [/font][font=宋体]造项目或环保项目中积极安排。[/font][font=Times New Roman] [/font]
[align=center][align=center][font=宋体]第四章[/font][font=Times New Roman] [/font][font=宋体]承[/font][font=Times New Roman] [/font][font=宋体]包[/font][font=Times New Roman] [/font][font=宋体]经[/font][font=Times New Roman] [/font][font=宋体]营[/font][font=Times New Roman] [/font][/align][/align][b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]15[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]电厂灰渣处置[/font][font=Times New Roman]([/font][font=宋体]即灰渣的运输、装卸、堆放等[/font][font=Times New Roman])[/font][font=宋体]是发电厂生产运行的一[/font][font=Times New Roman] [/font][font=宋体]个重要组成部分，属成本开支范围。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]16[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]主管局在电厂生产承包经营责任制的基础上，应积极推行粉煤灰综合[/font][font=Times New Roman] [/font][font=宋体]利用的承包经营，由电厂组织，开展多种经营。[/font][font=Times New Roman] [/font]
[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]17[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]粉煤灰综合利用实行部分定额承包，即可只承包干灰、调湿灰及渣的[/font][font=Times New Roman] [/font][font=宋体]运输，挖运灰场灰，灰场管理等；具备条件，并经部同意，可实行全额承包，[/font][font=Times New Roman] [/font][font=宋体]即承包整个出灰系统的运行管理。[/font][font=Times New Roman] [/font]

[b][font=宋体][font=Times New Roman] [/font][/font][/b][b][font=宋体]第[/font][font=Times New Roman]24[/font][/b][b][font=宋体]条[/font][/b][b][font=宋体][font=Times New Roman] [/font][/font][/b][font=宋体]电业部门在工程建设、道路等施工中积极掺用粉煤灰，其节约的水泥[/font][font=Times New Roman] [/font][font=宋体]等材料的费用，经上级单位核定，留[/font][font=Times New Roman]60%[/font][font=宋体]给企业，专项用于企业掺用粉煤灰的[/font][font=Times New Roman] [/font][font=宋体]技术改造；节约价值的[/font][font=Times New Roman]3%[/font][font=宋体]～[/font][font=Times New Roman]8%[/font][font=宋体]可作为奖金，不征收奖金税。大修、更新改造工[/font][font=Times New Roman] [/font][font=宋体]程掺用粉煤灰节约水泥原材料的留成和奖励办法，也按此规定执行。[/font][font=Times New Roman] [/font]
